OneWorldz Public Consultation Blueprint

Robin Hood Law

A public policy, community recovery and responsible digital-funding proposal.

Status: proposal only — not enacted law — not legal or financial advice.

1. Executive Summary

Robin Hood Law proposes a practical public system for helping people understand debt, request hardship assistance, find free professional support, protect themselves from scams and participate in transparent community recovery programs.

The revised model separates public education, regulated professional help and optional community funding. The website can educate and refer. Qualified professionals handle personal legal, financial and debt matters. Any token, fee-sharing, donation or treasury mechanism remains separate and subject to current legal, licensing, fundraising, tax and consumer-law review.

2. Recovered Legacy Concept

The surviving project record describes a legacy 3% $RHL fee model: 1.2% holders, 1.2% charity/impact, 0.4% development and 0.2% liquidity. This is preserved as historical project IP, not an active public promise.

3. Non-Negotiable Principles

  • Human dignity before debt collection or token promotion.
  • No guaranteed returns, recovery or debt cancellation.
  • Free and official help before paid services.
  • Qualified referrals for personal cases.
  • Separate charity, business, token and community records.
  • Privacy and safeguarding for vulnerable people.
  • Evidence for every public impact claim.
  • Community voting cannot override law or safety.

4. Six Pillars

Early Hardship Access

Plain-language steps for contacting a lender, requesting affordable arrangements, keeping records and escalating unresolved complaints.

Fair Debt Treatment

Education about respectful communication, evidence, complaint pathways and the difference between negotiation, hardship, dispute and insolvency options.

Recovery Navigation

Guided referral to free financial counselling, community legal services, AFCA and urgent assistance.

Community Wealth Recovery

Future transparent grants and essential support that are never conditional on buying, holding or promoting a token.

Prevention and Learning

Wallet safety, scams, budgeting, contracts, credit reports, consumer rights and responsible digital participation.

Evidence and Accountability

Public reporting that distinguishes plans, approved commitments, funds received, funds spent, outcomes and unresolved issues.

5. Programs

  • Debt Navigation Hub
  • Recovery Letter Library
  • Verified Referral Directory
  • Community Recovery Fund Framework
  • Debt and Digital Safety Learning Path

6. Responsible Digital-Funding and $RHL Pilot

Any digital component is optional and secondary. Activation requires written legal classification, regulatory and tax review, fundraising analysis, published risks, audited contracts, treasury controls and verifiable claims.

Diamond Buy™

Diamond Buy™ may be a gradual, owner-authorised treasury purchase method. It must not be used or described as artificial volume, market manipulation, guaranteed price support or a promise of appreciation.

7. Governance and Transparency

  • Defined council roles, terms and conflict declarations.
  • Multisig and at least two approvals for material payments.
  • Separate operations and impact treasuries.
  • Public decision and impact registers.
  • Dated version control for tokenomics, fees and policies.
